Carta enviada a El Tiempo que plasma mejor que nadie la situacion actual. Me tomo la libertad de publicarlo aclarando, por supuesto, que su autor no soy yo, es la Dra Maribel Arrieta anestesiologa del hospital militar central tal como aparece a pie de pagina.

Apreciado columnista de EL TIEMPO:

De antemano, agradezco la lectura de esta pequeña nota, de una ciudadana colombiana más.
Soy médica anestesióloga, ya con 19 años de ejercicio. Dedicada a la docencia y a la formación de médicos y anestesiólogos en la Institución y Universidad en la que trabajo.
He padecido la Ley 100, que fué implementada en el país mientras cursaba mi último año de residencia.
Unánimamente, toda la sociedad colombiana está de acuerdo en que ha sido un mal para el país, con excepción de los dueños de las EPSs y todos los funcionarios administrativos que parasitan y ganan mucho dinero a expensas de estas entidades.

Me causa mucha curiosidad, que la prensa nacional, y pocos comentaristas -excepción hecha de JUAN GOSSAÍN - no hayan comentado nada respecto a la REFORMA DE LA SALUD, recientemente aprobada en el congreso.

Mi propósito al escribirle, es que dedique un pequeño tiempo para que analice este tema y Dios permita, que pueda ver la perversidad de la nueva reforma a la salud.
Lo invito a leer la opinión de los rectores de las Universidades colombianas que se pronunciaron en pleno sobre esta reforma:

Esta reforma a la salud apunta a dañar el terreno ganado en regulación de la formación de profesionales de la medicina y de sus áreas afines.

Vamos a regresar a las épocas en las cuales los especialistas médicos salían titulados por los hospitales, con prácticas no reglamentadas.Si la IPS "Ana María" de Usme(sólo por poner un ejemplo) requiere más anestesiólogos, no tendrá sino que emitir una orden del día e iniciar la formación de cualquier número de médicos generales en la práctica anestésica, sin ningún programa formativo avalado, certificado ni reglamentado. Esto, porque las EPSs necesitan personal altamente calificado para pagarle a destajo según sus parámetros. Como es posible que el Señor presidente apruebe un alza de 8 millones de pesos como prima a los congresistas, elevando sus sueldos de 19 a 24 millones/mes, como escribió Gustavo Bolívar, y a un médico general le establezcan un salario de $2.500.000 y a un especialista de $3.600.000? Y eso es sólo el comienzo de esta reforma.
Una reforma de la salud que empodera a las EPSs para manejar el dinero de los usuarios a su antojo sin ninguna vigilancia, no merece ningún comentario de los periodistas de mi país? Una reforma en donde se limita el derecho a tutelar el DERECHO A LA SALUD del ciudadano común, no amerita ningún comentario periodístico?? Una reforma de la salud que transforma el FOSYGA en SALUDMÍA, entidad que manejará los dineros de la salud -aportados por gran cantidad de colombianos del común como yo - en forma privada, no suscita ninguna inquietud periodística?
No será que acaso el apoyo a la reelección presidencial por los senadores beneficiados, será más fácil ahora que sus salarios fueron aumentados en 8 millones de pesos? Y las EPSs, que ya sabemos que financian campañas políticas, apoyarán mejor la reelección presidencial y las campañas al senado y a la cámara de todos los que votaron a favor de la vergonzosa reforma de la salud que se acaba de aprobar? Y todo a costa de la salud del pueblo colombiano y en contra de todo el gremio de la salud.
Como profesionales, lo mejor que sabemos hacer es estudiar, y como segunda cosa trabajar. Estudiamos toda la vida, y trabajamos 12, 14, y algunos 24 y 36 horas continuas para poder sostener familias, casas, educación de los hijos y demás.
Talvez por esa "trabajadera" constante no hemos sido capaces de agruparnos y de hacer sentir las agresiones a nuestro gremio como debe ser.
El señor ministro de la salud y el senador Benedetti, hablan de "carteles de médicos", para referirse a los cuerpos colegiados de las distintas especialidades médicas. Nos asigna un rótulo cual si fuéramos delincuentes. Dan a entender que es por nuestra culpa que el sistema de salud colombiano no funciona.
Delincuentes ellos y otros, que a sabiendas de que la salud es un derecho, lo coartan con esta reforma promovida y aprobada por un congreso Indigno. Delincuentes ellos que permiten que las EPSs no inviertan en promoción ni prevención porque no les es rentable. Terriblemente delincuentes los que permiten que se cierren camas de pediatría por que no es rentable para las EPSs y luego salen a decir que las Sociedades de Pediatría no quieren formar pediatras porque estas sociedades exigen unos mínimos de calidad en la formación profesional de postgrado.
Deberían ser juzgados como delincuentes, todos los que quieren que cualquiera pueda ejercer la profesión médica o también otras profesiones de la salud(odontólogos, psicólogos, enfermeras,etc) sin cumplir con mínimos de formación-educación, sólo para satisfacer las ansias económicas de ese monstruo que son las EPSs. Los médicos y paramédicos trabajamos con personas, y nuestra formación no puede delegarse a cualquiera, especialmente si la motivación que tienen para armar una "escuela médica", es la económica y la satisfacción del mercado o la oferta del mercado. Ni nosotros ni los pacientes somos un producto inanimado.
Cuantos años estudia un senador de la república para poder ejercer como senador? Le exigen alguna práctica SOCIAL a favor del pueblo colombiano para poder titularse de senador, como a nosotros nos la exigen para poder tener nuestro título profesional?
Para mantenerse vigente como senador, debe presentar publicaciones, trabajos de investigación, educación continuada, asistencia a seminarios, cursos, congresos, simposios en administración pública, como a nosotros nos exigen en nuestras profesiones para mantenernos vigentes como profesionales de la salud?. Pueden ellos demostrar que su asistencia a cursos de capacitación la pagan de su bolsillo como nos la exigen a nosotros? Pueden demostrar que cuando hacen una maestría o una especialización, es paga de su bolsillo?
Pueden ellos demostrar que sus prácticas sobre políticas públicas, se rigen por protocolos y guías y que se adscriben al profesionalismo exigido, como tenemos que demostrar nosotros cada día en nuestra práctica diaria?
Pueden ellos demostrar algún curso de buenas prácticas públicas como nosotros tenemos que demostrar cursos de Buenas Prácticas Clínicas en algunos centros en los que queremos hacer investigación?.

No les mueve a los comentaristas de los medios, ninguna preocupacíón todo esto que está ocurriendo en el sector salud?
Es que el gremio de la salud - los que podemos ayudar en mejorar la salud de este pueblo colombiano - no merece ningún tipo de consideración en su valoración y contratación?.

Realmente, quisiera sembrar en usted todas estas inquietudes e invitarlo a revisar nuestras opiniones y más aún: invitarlo a ejercer todo su caudal crítico y analítico sobre esta situación de la salud pública colombiana.
